If you have a Raspberry Pi you can install your own VPN.
There are several websites, this one is very nice: https://pimylifeup.com/raspberry-pi-vpn-server
With a Windows Client like OpenVPN you can connect to your own VPN.
Of course you will have the same IP number as before but you are how ever Encrypted.
Desktop -> (local network), Raspberry VPN -> Router -> Internet
